1. Thong Nhat Hall – A public entity under the Government Office
Thong Nhat Hall is the management body for the Independence Palace historical site. It is a public service unit under the Government Office, responsible for managing, preserving, and enhancing the Independence Palace historical site; serving delegates and guests at meetings and conferences of the Government, the Prime Minister, and the Government Office; other conferences and activities of the Party, State, and National Assembly upon request; and is permitted to utilize its facilities and labor for business services in accordance with the law.
As a unit under the Government Office that consistently excels in its assigned tasks, in 2010, Thong Nhat Hall was honored with the Government’s Emulation Flag and awarded the First-class Labor Medal by the President of the Socialist Republic of Vietnam.
Currently, Thong Nhat Hall operates with 7 departments, including:
- Interpretation and Professional Services Department
- Planning and Finance Department
- Security Department
- Administration and Organization Department
- Management Department

2. Thong Nhat Hall and its 1001 challenges in HR management.
As a state-owned enterprise with 200 employees under the direct management of the Government Office, Thong Nhat Hall requires meticulousness, accuracy, and efficiency in all its operations. However, as the number of staff, conferences, meetings, and delegate receptions increased, Thong Nhat Hall faced a series of “bottlenecks” in HR management.
Previously, all HR management activities were carried out manually using Excel without software support. This made data consolidation difficult, with information being fragmented across multiple sources, leading to errors and data loss, specifically in these areas: Timekeeping – Payroll – Leave Requests.
- Timekeeping: Management could not control employee check-in/out activities and could not accurately verify staff timekeeping records.
- Leave Requests: Leave management was ineffective as requests were made manually on paper, which were easily lost, leaving management with no information to cross-reference with employees.
- Payroll: Salaries were not automatically calculated based on timesheets; everything was done in Excel and printed on paper for reporting.
As a 100% state-owned enterprise, it is required to have a full set of salary, tax, and settlement forms to submit to the State Treasury for fund disbursement, demanding numerous forms as per state regulations. Thong Nhat Hall understood that these issues could not continue and that all HR-related activities needed to be digitized to minimize errors and ensure stable, smooth operations.

- Leave Requests: The leave approval workflow allows employees to view the approval process themselves and proactively submit requests, preventing the loss of forms as before.
